Protocols & Professional Standards
Institutional accreditation distinguishing professionals, centers and organizations committed to the highest standards of animal welfare.

Our protocol development program
At the European Council for Animal Welfare & Excellence (ECWE), we actively promote the continuous development of protocols, recommendations, and professional standards designed to improve animal welfare, ethical responsibility, and professional excellence across all sectors involved in animal care, handling, breeding, housing, transport, veterinary medicine, behavioral training, and protection.
Our protocol development program is built upon a deeply ambitious and constantly evolving philosophy. We recognize that animal welfare is a continuously advancing field and that professional standards must evolve alongside emerging scientific, clinical, behavioral, and ethical knowledge. For this reason, all ECWE protocols undergo regular review and continuous updates, progressively incorporating new scientific evidence, technical advances, welfare-based innovations, and practical improvements applicable to real-world professional environments.
Each protocol developed by our organization is individually created by specialized scientific and ethical committees composed of experienced professionals from multiple disciplines, including veterinary medicine, animal hospitalization, reproduction, neonatal care, ethology, animal behavior, welfare science, clinical handling, environmental management, and related professional sectors. In addition, many of these protocols undergo independent external review processes conducted by specialized professionals in order to guarantee the highest possible standards of scientific accuracy, ethical integrity, and technical reliability.
At ECWE, we believe that genuine progress in animal welfare cannot be based solely on theoretical ideals disconnected from daily professional reality. Instead, it must rely on the creation of practical, applicable, and evidence-based tools capable of improving the real-life experience of animals within veterinary hospitals, clinics, breeding programs, shelters, boarding facilities, training centers, rescue organizations, exotic animal facilities, and all professional environments connected to animal care.
For this reason, our protocols are specifically designed to balance the highest achievable standards of animal welfare with realistic implementation within professional practice, helping professionals progressively improve their ethical, clinical, and operational standards without losing alignment with the practical realities of their daily work.
The ultimate objective of this protocol development program is to contribute to a progressive transformation of the animal sector, promoting a professional culture in which animal welfare is no longer viewed as a complementary concept, but as a central principle guiding decision-making, facility design, clinical procedures, handling practices, and every activity related to the care and management of animals.
Protocols by sector
These protocols are particularly intended for veterinary hospitals and clinics, breeding centers, shelters and rescue organizations, canine boarding facilities and pet hotels, training and behavioral centers, animal residences, exotic animal facilities, and any institution or professional whose activity involves direct interaction with animals.
